RDM was founded in 2020 to help government, developers, and communities make better decisions through environmental analysis, policy assessments, public engagement, and legal analysis. We work at the intersection of science, policy, and law. We have the background and the capabilities to assess and map a landscape, assess impacts of proposals, conduct public meetings and roundtables, or develop proposed ordinances to balance development and conservation. We act as a guide to help people make better decisions with our maps of St. Tammany Parish.

Jerard Ward

Is a Partner at Resilient Development and Management providing project management and administrative services. Mr. Ward has 20+ years of business development, and project management experience. Mr. Ward holds a State of Louisiana Contractors License with classifications in Building Construction, Electrical Work (Statewide), Heavy Construction, Highway Street and Bridge Construction, and Public Works Construction

Ray Clark

Is a Partner at Resilient Development and Management (RDM) providing environmental and energy consulting services to local and federal agencies and tribes. Mr. Clark held the positions in the Office of the Chief of Engineers, Office of the Secretary of the Army. He was an advisor the President and senior White House staff on issues related to environment. President Clinton appointed him as the Principal Deputy Assistant Secretary of the Army and in 2001 Secretary Rumsfeld asked Mr. Clark to remain and appointed him as the Acting Assistant Secretary of the Army. Mr Clark has a Masters degree in Environmental Policy from Duke University and taught as an adjunct teacher in environmental policy at the University.

Philip G. Mancusi-Ungaro

Is the former Senior Attorney-Advisor in the Office of Water Legal Support, Office of Environmental Accountability, Region 4, U.S. Environmental Protection Agency in Atlanta, GA. Philip was the Region's senior wetlands attorney, lead attorney on Everglades restoration and related issues in South Florida and provided counseling to the NEPA, NPDES, wetlands, and water quality standards programs. Philip served as the Region's lead attorney on matters relating to the ACT/ACF Basin Compacts between Alabama, Georgia, and Florida, and related drought discussions, the lead attorney for NEPA and takings issues, the lead attorney on TMDL matters in Florida, and has also worked in the Hazardous Waste Law Branch on RCRA and Superfund issues and the Multi-Media Pilot Branch developing multi-media enforcement cases. Philip also served as a Special Attorney in the General Litigation Section of the Department of Justice. Prior to joining EPA in 1989, Mr. Mancusi-Ungaro was an associate at the law firm of Ogletree, Deakins, Nash, Smoak and Stewart in Greenville, SC where his practice was limited to environmental law matters.

Lisa Mahoney

Is an ecologist, attorney, and former federal government environmental program manager with over 20 years of experience in communication, facilitation, and environmental decision-making in the public, private and non-profit sector. Her background as both an ecologist and attorney provide her with a unique understanding of how to develop and implement strategies for environmental analysis, permitting, and planning. Her experience also includes serving as an agency representative at the White House Council on Environmental Quality and as Project Manager for the Revision of the National Capital Planning Commission's Submission Guidelines that explain the procedures for review and approval of projects and plans within the National Capital Region. While in federal government, she served as Chief of the Planning Branch for a security program within the Department of Homeland Security as well as a supervisory environmental protection specialist. Ms. Mahoney serves on the Board of the Vermont River Conservancy and the Central Vermont Swim Club. She is also a member of internationally-focused environmental organizations such as the International Association for Impact Assessment and served as NEPA Working Group Chair for the National Association of Environmental Professionals. Ms. Mahoney earned a Juris Doctor and Master's Degree in Environmental Law and Policy from Vermont Law School, and a Bachelor of Science degree in Ecology from Tulane University.
