Jerard Ward
Jerard Ward is a Partner at Resilient Development and Management, providing project management and administrative services. Mr. Ward oversees operations and project delivery at RDM, with over 20 years of experience in business development, construction oversight, and administrative services. Mr. Ward holds a State of Louisiana Contractors License with classifications in Building Construction, Electrical Work (Statewide), Heavy Construction, Highway Street and Bridge Construction, and Public Works Construction. He brings valuable field-level knowledge to RDM’s work in St. Tammany Parish and across the state, particularly for projects requiring interagency alignment, public infrastructure coordination, and government support services.

Ray Clark
Ray Clark is a Partner at Resilient Development and Management and is the founder of The Clark Group and River Crossing Strategies. He is one of the nation’s foremost authorities on facility and land use management as well as environmental impact analysis. He served as the former Assistant Secretary of the Army and Principal Deputy Assistant Secretary of the Army, where he was responsible for overseeing all U.S. Army facilities worldwide and managing more than 14 million acres of land. His duties included military construction, family housing, real estate transactions, and environmental and natural resource management programs. Additionally, Mr. Clark was responsible for base closures and transitioning excess military property for economic development. Before his appointment to that position, he served as Associate Director at the White House Council on Environmental Quality, where he advised the President, the Chairman of CEQ, and Senior White House Staff. He has edited two books on environmental impact analysis and has published numerous papers in professional journals. He has received several awards for his work, including the prestigious National Environmental Quality Award for his contributions at the White House Council on Environmental Quality. Mr. Clark holds a Master’s degree from Duke University.

Philip Mancusi-Ungaro
Philip Mancusi-Ungaro is an experienced environmental attorney with a strong background in U.S. federal environmental law. He previously served as a Senior Attorney-Advisor in the Office of Regional Counsel at the U.S. Environmental Protection Agency (EPA) in Region 4, based in Atlanta, Georgia. In this position, he was the senior wetlands attorney for the Region. He served as lead counsel on several significant environmental issues, including the restoration of the Everglades in South Florida, the ACT/ACF Basin Compacts involving Alabama, Georgia, and Florida, several large development projects in Florida, as well as matters related to the Clean Water Act, the National Environmental Policy Act (NEPA), and water quality. Additionally, Mr. Mancusi-Ungaro has been involved in legal proceedings concerning environmental issues, representing the EPA in enforcement actions and participating in appellate cases related to environmental regulations. Since retiring from the EPA, he has remained active in the Kiawah Island, South Carolina, community by serving on the Infrastructure and Public Works Committee. This committee advises the Town Council on critical infrastructure and public services. He is also involved with the Governance Committee, which was responsible for rewriting the Community Association By-Laws. As an active member of the South Carolina Bar, he continues to work on environmental issues and offers consulting services. Mr. Mancusi-Ungaro earned his Juris Doctor (J.D.) degree from the University of South Carolina School of Law in 1988. He obtained a Master of Business Administration (M.B.A.) from the University of South Carolina in 1979 and a Bachelor of Arts (B.A.) from the University of Vermont in 1975. In 1984, he completed his coursework for a Master’s degree in Environmental Sciences at the University of South Carolina’s School of Public Health. Following this, he worked for the state of South Carolina, where he designed and implemented studies on the Santee Cooper Lakes before starting law school.

Caroline Judy
Caroline Judy is a public sector strategist and results-oriented leader with extensive experience in infrastructure planning, public-private partnerships, sustainability, and operational transformation. She has a proven track record of formulating and executing change initiatives while leading and coaching teams. Caroline has successfully managed and delivered large-scale infrastructure projects, renewable energy public-private partnerships (P3s), sustainability initiatives, and capital investment projects. Previously, she served as the Director of General Services for Sonoma County, California, where she oversaw capital programs, real estate, fleet management, procurement, security, human resources, sustainability, and facilities operations and maintenance. In 2025, Ms. Judy supported the City of Malibu in the aftermath of the Palisades fire. She also consulted with a major NFL team to analyze their capital asset improvement program and procurement process, providing recommendations for workflow process improvements and efficiency enhancements. Ms. Judy holds a Master’s degree from Stanford University and maintains certifications in California infrastructure management and FEMA disaster management.
